Building a Regional Air Service Development Fund: A Smart Investment in Central Wisconsin’s Future.

By Brian Grefe, A.A.E., Airport Director, Central Wisconsin Airport

Air service is more than a convenience—it is the backbone of our regional economy. At Central Wisconsin Airport (CWA), we see how strong air connectivity drives business growth, tourism, healthcare access, and talent recruitment. To stay competitive in today’s airline market, however, our region must take a more proactive role in shaping its own connectivity.

That is why Centergy is advancing the Central Wisconsin Air Service Development Fund—a community-driven initiative designed to secure and expand commercial air service for the people and businesses of Central and Northern Wisconsin.

Why a Regional Fund Matters

Airlines today are cautious, favoring routes with strong performance and low risk. Smaller airports like ours are often at a disadvantage unless we can demonstrate that our region is not only committed but invested in their success. A dedicated Air Service Development Fund ensures we have the resources to meet this challenge head-on.

Such a fund provides flexibility: it can support airline partnerships through marketing, cooperative promotions, and financial risk-sharing tools such as Minimum Revenue Guarantees (MRGs). The key is that we, as a region, are no longer waiting for opportunities to come to us; we are creating the conditions to win them.

Economic Payoff for the Region

The return on this type of investment is significant. New and sustained air service brings measurable economic benefits:

  • Business growth and attraction: Companies depend on reliable air links to serve clients and reach markets.
  • Talent retention: Young professionals and skilled workers are more likely to live where travel is convenient.
  • Healthcare and education: Connectivity supports medical specialists, research partnerships, and student mobility.
  • Tourism and hospitality: More flights mean more visitors, filling our hotels, restaurants, and attractions.

Every flight added at CWA generates ripple effects across our economy, creating jobs, supporting industries, and improving quality of life.

A Call for Regional Leadership

This is not an airport initiative—it is a regional strategy. Federal rules prevent CWA from funding an MRG or similar programs with its own revenue. That is why a community-based Air Service Development Fund is essential. By pooling resources across counties, businesses, and institutions, we can secure the connectivity that will define Central Wisconsin’s economic future.

The message to airlines must be unified and unmistakable: Central Wisconsin is invested, competitive, and ready for growth.

Now is the time to build this fund and position our region for the opportunities ahead.
